AUTOMATIC RANKING OF TERTIARY INSTITUTIONS IN DEVELOPING NATIONS (A CASE STUDY OF NIGERIA UNIVERSITIES)

University ranking has become increasingly important in recent years among the general public at large because it creates a public platform for competition between universities and also serve as a marketing tool to communicate their academic performance and build their international reputation. Ranking help prospective students that are seeking admission into tertiary institutions to choose a university of their choice with programmes that aligned with their aspiration.

There are many ranking systems used to rank universities at global level. Some of the parameters employed by these global ranking bodies such as Per Capita Performance, Academic Peer Review and Employer Review favour universities in developed nations than universities in developing nations, thereby giving unfavourable and poor ranking performance for universities in developing nations. Hence, the need to have a purpose-built web ranking systems that are easy to implement for universities in developing nations.

The aim of this paper is to develop a purpose-built web ranking system for tertiary institutions in developing nations.

Nine existing ranking systems were considered in this study and aggregated to form a unified system. Twenty-two criteria were identified as a result of the aggregation but only seventeen criteria are used and percentage weights were also assigned objectively to each. Web crawling algorithm was employed to extract the value of each criterion that is available on university website while other criteria that are not available are manually input into the proposed ranking systems. Some of the criteria used are number of full professors in the university, number of publication, university popularity. System implementation was carried out in PHP and Python.

The best five universities from the proposed ranking system are University of Ibadan, Obafemi Awolowo University, University of Lagos, University of Benin and University of Ilorin.

The proposed ranking system will give a better and reliable ranking result for universities in developing nations than other existing ranking systems because it contained more robust parameters. Hence, it is recommended as a tool for ranking of tertiary institutions in developing nations.
